I just bought the Platinum edition Arban's book that comes with the CD. I ended up spending the rest on shipping which was $11.05 just to get it here in two days.
Once I get the money, I will buy that nice mute that I could use!

The Platinum Ed. Arbans is very nice, and lays flat on a good music stand, which if you don't have, is another great alternative to the flimsy chrome metal ones. For under $50, you can get a Hamilton KB 90 Traveler II:

They are solid and fairly portable.

The CD in the Arban Plat.Ed. is great, but if you are just getting it you probably won't be ready to use it for a while.

If you are asking why you won't be able to use the CD right away, the Fantasies for which the CD has an accompaniment are not really beginner-level pieces. But go ahead and give 'em a try and maybe you are ready and if not you'll find out.
