    It appears that they act the same way that "penciling" does. It's a simple isometric exercise (away from the horn) for the chops to help increase muscle strength.
    It doesn't work for everybody, but it can be pretty helpful if done correctly.
    What they are selling here looks to be slim metal rods, coated at one end so as not to damage the lips in any way. The attachments are extra weights.

    My advice is: find someone to show you the "penciling" exercises, and if you need more weight on the pencil, use Blu-tak.

    Just my take on things.
