Ok, So I have this dog, half beagle and half basset hound. Her name is Rosie. So we call Rosie a Bagel. The only time she exhibits somewhat similar behavior is towards the vacuum or the leaf blower. So, (tongue-in cheek) she only reacts to that which really sucks or really blows. (Which I am confident is not reflective of your present situation.) Joke over, if the animal is not reacting aggressively to the actual insturment then it is more likely that it is just irritating to its's more sensitive hearing, or excites some primitive instinct to run down an elk or a deer in rut. If routine familiarization to the situation doesn't calm the canine, then looking at some level of sound-proofing to reduce the animal's stress might be advised.
