I suspect R&D costs and build costs for a picc are about the same as a regular Bb. (picc. has 4 valves, a Bb more metal). However economy of scale will result in a lower price for the larger horn as shed loads of Bb's are produced in comparison with piccs.
Also less shops stock piccs. So a store will often be prepared to offer a better price on a horn they have in stock, than one they have to order.
