I think what you're asking is: is there a book that includes all parts? Yes, there are several.

The International editions (simply called Orchestral Excerpts for Trumpet; half of the volumes are edited by Voisin and half by Bartold, 10 volumes) have all parts, as does the one by Philip Norris (Top 50 Excerpts, I think it's called). There must be others, too, but those are the ones that come to my mind. There are errors in the International ones, but they do serve as a great starting off point.
