It should not be possible to set up any sort of website if you are under eighteen and do not have parental supervision.
The guy thought she was eighteen? Bull! There is
no way any sensible man could mistake a thirteen year old girl for eighteen. Girls dress to look older anyway, and that doesn't stop when they turn eighteen. I worked in bars a lot whilst I was a student, and if a girl didn't look twenty-one or older I asked for ID. Mostly they "couldn't find" it, and left quickly and quietly.
One more thing bothers me, what is a twenty-five year old man doing going after an eighteen year old girl anyway? That's just wrong. I'm twenty-four, and I wouldn't even consider a romantic relationship with a girl under twenty.
