| Yup......just another situation that demonstrates these taxes are about getting money and not about stopping smoking. In addition to the well off people that also pay these taxes it's a way of adding poor people to the tax base. Sin taxes and the lottery are pretty ingenious ways to obtain money from the poor who pay little tax in other areas.
