The basic problem with the Conn corks is the slot. I would use a lolipop stick and put it in the slot before cutting. If you try to cut without having something in the slot you will stand a good chance of splitting the cork. A coping saw and a miter box are very useful if you have access as well. But in a pinch, a steady hand and exacto-knife will work.
