Your post is exactly why drugs are illegal.
You don't put people in jail for what they might do. I haven't seen the link between rape and drugs although maybe there is one. The murders and robberies happen because the drug trafficking has to be done underground. If it were legit and out in the open the crime part of drugs would go way down.
I don't need to be protected from the teenager going down 95 from Florida with 3 joints in his car. It was probably his third time being stopped for pot so he is going to jail for life. That is a truly smart idea.
