That is a fair question, the only thing I can say is when I want you pulled over there will be no doubt in your mind
Especially after a period of time like a minute. If nothing else, even if you think I am not pulling you over you must yield to the emergency vehicle. So when you move over a lane, and I move over with you, and you move to the shoulder, and I move over with you the "hint" should be a big one by then.
We also take in to consideration, traffic levels, is the driver giving us any indication that they will stop? Brake lights, hand gestures (one fingered salutes don't count
) etc... So it is a totality of the circumstances.
