Yup, some states do issue illegals DL's, but most do not.
We see a lot of "international driver's licenses". They are not worth the paper they are printed on, and the poor folks who buy them from 30 bucks up to 150 bucks are told they can now legally drive in the United States.
You can purchase a resident alien card in MN for 30 bucks or so, along w/a fake social security card.
Only a handful of times in almost a decade of being a cop have I called INS (or ICE now) and had them take an illegal off my hands.
One was because the party had been previously deported, and another was convicted of homicide.
I run in to illegals on an almost daily basis when I'm at work.
