Reminds me of my mother calling the police dept about a vehicle that didn't belong in the neighborhood, was occupied and running for several hours, and it was late at night. The police asker her, why is that suspicious? My mother reiterated what she had just said, and again they ask why is that suspicious? Eventually she said forget it and hung up. Had I found out right after the incident someone's head would have been on a stick. Last I checked it is NOT the reporting party's responsibility to determine what is a reasonable suspicion that a crime may be afoot. It is law enforcement's duty to take the information and from their determine if the behavior warrants further investigation, detention etc...
What is reasonable suspicion to a cop vs attorney, vs sales clerk, vs professional musician etc.... are going to be different.
If someone called the cops and said, "there is an Asian guy walking down my street, send the cops" and left it at that, chances are the dispatcher would tell them to pound sand. Likewise, if I called the cops and said there is some middle eastern guy on my flight and left it at that they would tell me to pound sand. If I called and said, there is a male of middle eastern decent on my flight, he is praying in the aisle and not complying with flight crew instructions to be seated, he has asked for a seatbelt extender but he looks like he weighs about 150 pounds, he is chanting down with the United States, and has switched seats 3 times guess what? The cops better do something.
