For me, that would be Art Farmer.............. Man, regardless of the groove, tempo, or the complexity of the chord changes, Art was so damn lyrical! The cat just played so musical when he improvised! Flumpet, Flugelhorn, or Trumpet just sang when he played any of them...........very fortunate to have heard him live on three occasions!
Why ask the question?
Every improviser is melodic and rhythmic. There is no way to make the judgement you ask. I love Pops, Red Allen, Art Farmer, Johnny Coles, Diz, Miles, Lee, Chet and many other players.
For me, there is no most.
