I have never heard of a Selmer Picc with an A pipe that was so long that you couldn't tune it into the pitch of A. If this is the case, you need to get a different leadpipe.

Transposing for the A trumpet can be done several ways depending on what parts that you are reading. Trumpet in D parts on the A trumpet I read as baritone horn bass clef with 1 flat in the key signature. Trumpet in C parts on the A picc I read as plain bass clef with 3 flats.
