I think definitly valve misalignment. Pull em out one at a time and see if you can blow freely through the horn. If you can, then carefully, matching numbers 1,2,3 withthe correct casings, and the large tab on the valve guide with the large indentation inside the casing, reassemble the horn and see it it works better.
