The last one shown would be the one to win, as they were the last one to hit the post button. Remember that the time stamp doesn't include the seconds marking. Thats why they add the 1 minute to the end. If someone posts at 1:30.59 they actually have to go the whole 20 minutes. You have slightly higher chance of winning that way, but run the risk of hitting the stamp at 1:31.00 and having to wait a full 21 minutes.
