Each time someone posts in the contest thread the time between posts has been restarted.
If you are encountering people who have no chance to win based on what you have seen you can inform them by PMing them, posting a message in the contest forum (while fulfilling the contest rules)
Or just deal with it knowing they can't win but are being a pain.
