Want to bet that the truck and petroleum lobbies won't let this get off of the ground?

The problem is who will build and maintain the infrastructure? Will one company have exclusive rights to the tunnels? If not, who sets pricing? What about organized crime?

The Germans are still bickering about these exact issues with established rail services, telecom and power lines.

Great idea, little to worry about.
