YUP!! It surely does. My wife uses it instead of Chapstick on those days that she does not wear lipstick.That keeps her lips soft and I do love that. In my case, I don't have much of a problem with chapped lips, but, because I prefer not to wear gloves or mittens in our Michigan winters, my hands do take a beating and Bag Balm is my standard cure for that.
