Carmen calls for a low concert Eb, as does Ein Heldenleben. The stock third valve has a built in extention at the end of the slide--it can be pulled out and the concert Eb (our low f) is played 123. Arban mentions a "German Cavalry" trick of pulling the third slide--23 combinations can be played 3; the 123 combinations can be played 13, and there is really no compelling reason to have a quick draw third valve slide.

That being said, whoever went to the trouble of making that modification must have cared for that horn a lot, and well loved used horns are the best kind.
