I don't know what you are talking about. If a horn is properly cleaned, it stays that way for a while. The effect of the valve oil does not spread quickly to the rest of the horn. If your horn is silver and you live in an area with a lot of sulphur in the water, the horn will tarnish VERY quickly. If the horn is brass and the laquer is gone, it will also oxidize. That is not a "defect". What part looks like small lips? What is it made out of?

I wash my horn in the sink with dishwashing liquid (with lemon scent). I then run the snake brush through it, rinse it out, let it dry, grease the slides, oil the valves and play test it. It ALWAYS is in the case when I am not making music.

I don't see how you have been screwed? The previous owners "dirt" has long been washed off/out.
