There are different embouchure types that people are born with, and the embouchure type that a person is born with dictates whether he should use more upper lip or more lower lip.

See especially Type III (Type 3, downstream) and Type IV (Type 4, upstream).
If you are born a downstream player (air from the lips is projected downward) then you use more upper lip than lower lip and you tilt the trumpet down a little bit as you play higher notes.
If you are born an upstream player (air from the lips is projected upward) then you use more lower lip than lupper lip and you tilt the trumpet up a little bit as you play higher notes.
