What the instrument?

Dear colleagues!

What the instrument is it? There are no such instruments in Russia, but I saw them in Bulgaria and Germany. What's the name of it and where is it used?

Shhh.... don't tell anyone. It's all a plot to make the Chinese think there's actually a market for those things. Let's see how long it takes for them to show up at trade shows and Costco or Wallymart.
