I don't wish to make light of this story in the least. It does, however, remind me of a movie from the early 80's called Time After Time with Malcolm McDowell and Mary Steenbergen. John Warner plays Jack the Ripper and is pursued through time by HG Wells (McDowell).

That being said, it's a terrible story if this person is a serial killer preying on prostitutes (or anyone else, for that matter).

It's all happened in such a short period of time too. The police are very worried about the potential for a rapid rise in numbers. Chilling stuff.
