first valve spins in casing

I cant get my first valve to lock into place. I can just twist it with all the caps screwed on.

You're missing the little thingy that holds it in place or it's disconnected from the whatsit that is connected to the valve.

THat little plastic thing is still there. But when i put it in, it clicks itnto place but it wont stay. I can still just spin it around.

Then it's disconnected from the valve. I can't imagine what else could be going on. Anybody else?

It's possible the edges of the plastic have rounded allowing it to ride up out of the groove like a ramp rather than locking against a flat surface.

Its weird. I put the 2nd valve in the 1st casing and it locked. Then I put the 1st valve in the 2nd casing and it locked. Should I switch the plastic things on the 1st and 2nd valves?
